San Antonio’s tree ordinance is routinely criticized for not being strong enough. Developers get variances that allow them to tear out centuries-old oak trees. But after a story in the Express News about those variances and how the ordinance can be easily skirted, there are new city rules to follow. District 9 Councilman John Courage talks with host T.J. Mayes about why he thinks the rules need a little more teeth.
